  • Recruiting support.
  • Compensation administration.
  • Handling EEOC issues.
  • Handling labor relations issues.
  • Handling sexual harassment issues.
  • Administering benefits, including group insurance and 401K programs.

Risk Management

  • Hines, so as to limit Owner liability, takes a proactive approach to risk management services. The dominant features of this approach are highlighted in the IAQ, RMP, ADA, UST and PACM programs referenced elsewhere.
  • In-house risk management department can offer, by including the property in Hines’ overall insurance program, rates that frequently are below market and less than the property can achieve on its own.

Parking Operations (Support Via Off-Site Parking Support Department)

  • Full-scope Parking Operations Manual.
  • Updates of Manual.
  • Annual operations audits.
  • Trimester property visits.
  • Off-site review of monthly parking reports.
  • Interviewing and approving on-site Parking Manager new hires.
  • Staying abreast of parking technology changes.
  • Serving as a resource to all properties.

Presumed Asbestos Containing Material (PACM)

  • Full-scope Environmental Guidelines Manual kept on site.
    Updates of Manual provided by Central Operations and Engineering Services.
  • Training included in IAQ Training program.

Contract Document Support

  • Standard contract service documents (available electronically through Hines Global Network) including cleaning, landscaping, security, elevators, window washing and pest control.

Accounting

  • Proactive oversight of on-site accounting activities by CPA-quality Senior Controller and V.P. – Controller.
  • Guidance from in-house Information Services Group to ensure necessary system upgrades and strategic input to keep systems current in the real estate industry.
  • Internal Audit review to ensure internal control compliance with policies related to cash management and qualitative management control components.

Senior Management
Proactive support by V.P. – Operations, including:

  • Assuring adherence with Hines Property Management Calendar covering areas such as fire drills, life safety equipment tests, tenant and employee life safety training, accounts receivable status reports and asbestos monitoring.
  • Assuring key employee positions are filled, including transfer from other operations when appropriate.
  • Participation in periodic strategy meetings with Owner.

Security

  • Via ownership of an in-house security firm (Setec Protection Services), can access expertise on security problems when they arise.

Refrigerant Management Program  (RMP)

Underground Storage Tanks (UST)

  • Central Operations and Engineering Services Department provides guidance to on-site staff as needed to oversee existing tank management, soil contamination incidents or to remove tanks when needed.

Americans with Disabilities Act (ADA)

  • Full-scope ADA Manual kept on site.
  • Updates provided by Central Operations and Engineering Services.
  • Training module included in property management training program.

Window Washing

  • Full-scope Window Washing Manual (encompassing all federal guidelines, including OSHA safety requirements) kept on site.

  • Access to Central Operations and Services Department’s considerable resources.
  • Immediate operations procedures updates.
  • Operations idea sharing.
  • File sharing.
  • Job postings.
  • Various resources such as HR forms, generic contract forms, risk management forms, evaluation forms, a list of all tenants in our properties throughout the world and many others.
  • Lengthy list of other resources for our on-site staff to access electronically and use to operate their property.

The staff in our corporate office offers in-depth services including property evaluation, market analysis, strategic planning, risk analysis, building pro forma, cash flow pro forma, investor pro forma, financing and closing.
